Air Deflector Assy Kit Came With New Car, Why?

This air deflector kit came wrapped up with my new 23 Challenger Redeye. Does anybody know what exactly this is for and do I need to put it on?

You don't have to install it, but it helps cool the brakes. If you ever track the car it's a good idea.

Why are things like this, the pedal covers, and floormats for example not installed on the car as it goes down the assembly line? Always thought it was odd to buy a brand new car, then find a few "some assembly required" parts in the trunk.

I'm grateful that the pedal covers come in a box.

Two less things to uninstall. And it's especially irritating when they didn't leave the perfectly good rubber cover in the car.

And if you hit high speeds of 150/160 (highway) and have to get back to the posted speed limit quickly. It really helps.
