Just asking if swapping a stock pulley on my Redeye for a 3.17 pulley would require a tune? Or is a tune necessary to get the full benefit from the added boost?

Some say that you can do it without a tune. I had a lower pulley put on mine and it ran horrible which is supposed to be the same. I don't know for sure.
My friend has a hellcat and he put on a 3.17 pulley without a tune, has a nice dyno graph but trapped at 120mph to my 126. My charger is all stock, ran a 10.9 in the heat he was 11.3- 11.5 range
Hmm well I guess you didn't know that when E85 when knocks it is a lot more harmless than race fuel or pump gas
Also the e85 I run is 112 octane and not the 105 octane from the pump. I can run the same timing table on both but I just feel safer running the 112 especially when racing. On a tune I've spent 100 hours of research on.
I know exactly what is going on with the tune in my car I also know exactly what to look for in a log to know if there is an issue. Changing things based on weather.

I have a tuner who looks at my data and makes adjustments as needed.
I looked at E85 but it's hard to get around here and it would go bad, in a drum, before I used it all. This from my race fuel guy.
